Kelham is a well-known crook around the Citadel, and is always into something bad. When you tell Captain Bailey about who you're looking for, a human male by the name of Elias Kelham, Captain Bailey will be taken aback. With the information Mouse gave you now garnered, why not head back to C-Sec? From there, you can run the name by your friend, Captain Bailey.
